In my opinion itīs generally the best option if only the admin(s) has the right to start a "restart" or "next" vote.
So you have a much nicer gaming expierience, because you arenīt disturbed by voting on every track. There are some really annoying voting kiddies out there.
In that case you must have a good jukebox system, too. I mean a limitation of one track per player in the jukebox or something like this and of course it shouldnīt be allowed to jukebox a track if it was played lately (e.g. the last 5 tracks)
